The rule of law ensures that no citizen may be superior to the other in political power, that is legally able to impose itself by force, but does not eliminate the differences, often heavy, dictated by the imbalance of economic power, the ability to impose on others through their wealth or their control of economic means. All this is summarized in the phrase "the rule of law guarantees formal equality (before the law), but not substantial (an equality of means).
Socialism in Europe is the current thinking of the Prince of who seeks to create a welfare state. The welfare state is a state that combines the features of a rule of law (then liberal) with a series of social policies that aim to provide all citizens the same means and equal opportunity to assert their own merit or at least to lead a dignified life.
