LA “QUESTIONE SICUREZZA” NELLE CITTA’

What is a "security issue"? Behind this Macroproblems opposing political forces and ideas collide on a field certainly not easy. By the bombardment of the media, political propaganda, the fear that spreads in an increasingly open and globalized world, the "security issue" evades clear definition. Everyone can interpret and reinterpret the events in his own way, giving different perspectives, twisted or distorted.

Cavalcando l’onda di una società spaventata, partiti come la Lega sono riusciti a conquistare fette di elettorato sempre più consistenti e le campagne elettorali ne hanno fatto un punto cardine. Da destra si richiama l’ordine, la polizia, il manganello, le ronde. E’ una risposta: portare agenti e controllori nelle strade così che le persone possano essere tenute al sicuro da aggressioni, rapine o peggio. Da sinistra si sottolineano i dati in diminuzione di rapine e crimini più svariati, ma una risposta chiara, forte e precisa never heard. The question which I will not come as a party rather than another to react to the "security issue", but what is really the "security issue". Well, I think it is perception. Perception why? Why is not the robbery that show us the TG or the data reduction in crimes other than to measure how much security there is in the streets and cities. The "security issue" concerns all the people who no longer trust that they are afraid to leave the house or set out in the streets known as "disreputable" or be alone at night at a certain time. The security issue is not the thief who threatens me, but the perception that I have nell'incamminarmi in the street by day and night, at any time. The perception was that once an individual has become in recent years the phenomenon of mass society as a whole, now, he feels insecure in the streets. I apologize for how many times I will use again the term "perception", but the fundamental concept around which I write.
There is no doubt that the media have done nothing but increase this widespread perception (and do not want to talk about politicians, that this argument is built entire careers), but the answer is not counter, counter always with the proposals and the data of a part or the other. The answer is to work for the company, and cancel its "widespread perception". And this is another big step: how to delete a concentrate of fear and negative perceptions? Certainly not forming patrols, or by sending the military to the city. These moves can erase the problem in a street in an area all the time in they pass the vigilantes, then that happens? People feel safer because there are more clubs or military boots trample the soil? I think not.
On the street there must be people, citizens, the true inhabitants of the city. When the left talks about "solving the problem of security through the company" does not start words in the wind (I am using left without naming any party: I'm talking about the ideas that form the substratum of the macro-area we call the left), or look in the abstract the problem by giving an answer equally abstract: the left speaks of an idea, the idea that citizens are to create security for themselves.
Let me explain. Area, a road, an entire neighborhood should not be left to itself, but must be "cultivated", improved, used, exploited. Use any word can replace the previous: What I mean is that we have to use the spaces that are ours, because we are citizens and the city is made up of people, not by roads and concrete.
areas where the perception of greater safety are divided into two main groups: the area illuminated by the headlights of police cars, and the areas where people come out, run, walk, or you are having fun. I prefer the latter. Where there are people, not spread crime. Where there is life there is no crime. It 'an assumption quite plausible.
Then reconnect everything. The "security issue" is based on perceptions of society. If a company feels the insecurity of a place, this place will be left to itself, abandoned to become something really insecure. What are the tools that can reconstitute the social fabric safe and livable and reverse the perception? The people. People as means and as ends: all efforts to improve their quality of life. People can go out, can find themselves, can create a social fabric not undermined by criminals both large and small. How? Stepping out of the house, make their area, their own ways, their city its living space, your home. Public spirit, and entertainment venues, the desire to create something here that I consider winning combination.
I wrote too much, I reiterated. I spoke in the abstract, this is true, now I want to get in this case. Provo with a proposal. Cultura, divertimento, magari anche solo un punto di riferimento per una serata che non si sa come passare. La gente comincia ad uscire, le persone cominciano ad utilizzare quelle strade che sono loro di diritto. Si crea un circolo virtuoso: magari qualche bar rimane open late, maybe a couple decides to take a walk without worrying about time or place, maybe the youth of the area are found in a gathering point for canceling the cold indifference of every day. My proposal can be a simple, banal, perhaps may not like it. But the proposals may be larger, they can grow and develop, from a small seed into a majestic oak. The important thing is to want it.
